Description | Although the Senate was nominally controlled by the Republican Party, a group of western Senators called the Insurgents believed President Hoover was moving too far in handling the Depression rather than letting weak banks and businesses fail. The Insurgents usually voted with Senate Democrats throughout the life of this session of Congress. The Insurgents included some Senators with Progressive tendencies (Hiram Johnson) and others who opposed any legislation that did not help agriculture (George W. Norris) or promote the Prohibition policy (William E. Borah). |
