Description | Verkhovna Rada (literally "Supreme Council" or "Supreme Soviet" in English) is the official name of Ukraine's parliament. This name originates from a Soviet political tradition where a vertical system of Soviets (councils) existed. The modern Verkhovna Rada is the official successor of the Ukrainian SSR's republican legislature (which had the same name), which claimed Ukraine's independence from the Soviet Union in 1991.
The Verkhovna Rada is a unicameral legislature with 450 deputies elected on the basis of equal and direct universal suffrage through a secret ballot. The electoral system is a mixed majoritarian and proportional representation system. 225 of the deputies are elected at single-mandate constituencies on a first past the post basis, and another 225 are elected proportionally via lists of candidates put forward by the political parties. Deputies are elected to serve four-year teams.
The parliament meets in a neo-classical building on Kiev's Hrushevskoho Ulica, adjoining the baroque Mariyinsky Palace, which is now a part of the Verkhovna Rada's premises. |
