Info | Between 1995 and 2003, Carl DeFaria served as Member of Provincial Parliament (MPP) in the Legislative Assembly of Ontario, for the electoral district of Mississauga East. He served as Vice-Chair of the Standing Committee on Justice and Social Policy and as Parliamentary Secretary to a Cabinet Minister until April 15, 2002, when he was appointed to the Cabinet as Minister of Citizenship and Minister Responsible for Seniors. Minister DeFaria co-chaired the 2002 Federal/Provincial/ Territorial Ministers’ Meeting dealing with seniors’ issues. As Minister of Citizenship with Responsibility for Immigration, Minister DeFaria was responsible for settlement services for 60% of Canada’s immigrants.
Carl DeFaria served recently as Member of the Senior Management Team in a United Nations Peacekeeping Mission (UNMISET) in the Asia/Pacific region. He gained field experience as a Peacekeeper in a post-conflict peacekeeping/peace building mission. He also served as the Chief International Prosecutor of War Crimes and Crimes Against Humanity committed in the Indonesian archipelago island of East Timor in 1999. In that capacity, he managed a UN Compound as the head of the Serious Crimes Unit, and he led a team of international prosecutors, UN police and a forensic investigative team, prosecuting Crimes Against Humanity and other serious crimes. He also held the post of Deputy Prosecutor-General for the country.
Carl DeFaria also served as member of the Commonwealth Parliamentary Association and as member of the Ontario-Québec Parliamentary Association. He served in the Executive Council of “L’assemblée parlementaire de la francophonie” (APF) and in the Executive Council of COPA (Confederation of Parliamentarians of the Americas). Mr. DeFaria has international experience not only in the Americas, but in Africa, Asia and Europe. He has been invited as an expert guest speaker at international conferences on human rights and international justice.
Prior to his election to the Ontario Legislature, Carl DeFaria was a senior partner in a law firm with branches in Southern Ontario, practicing criminal, constitutional and international law. He holds a Bachelor of Arts degree in Economics & Finance from the University of Toronto and a Bachelor of Laws degree from Osgoode Hall Law School.
Mr. DeFaria was an instructor and faculty member of the Bar Admission Course of the Law Society of Upper Canada and a member of the Official Guardian’s Panel on child representation. He did pro bono work, assisted in fundraising for non-profit organizations and was a founder of Vila Corte Real, overseeing the construction of a $40 million non-profit social housing and senior project in the community.
