Born 12/15/1898 in Clinton, Worcester County MA.
Attended Massachusetts Institute of Technology at Cambridge in 1916 and 1917; during the First World War served in the United States Navy as a seaman in 1918; Harvard University, 1919-1922, and was graduated from the law school of Columbia University, New York City, in 1924

Under-sheriff of New York County 1934-1941
NY Senate 1943-1944
U.S. Representative (D,R,L-NY) 1951-1957. Leaders of the Democratic, Republican, and Liberal Parties met and agreed to run Donovan as a unity candidate in the 1950 election in an attempt to defeat US Rep. Vito Marcantonio in the East Harlem-Yorkville district. In the election, Donovan called Marcantonio "the only member of Congress who consistently followed the Communist line." During his three terms in Congress, Donovan compiled a moderate voting record. Tammany leaders objected to his record, and in 1956 they recruited St. Sen. Alfred E. Santangelo to run in the Democratic primary. Santangelo defeated Donovan for the Democratic nomination and then went on to defeat Donovan in the general election (in which Donovan ran as the Republican nominee).
New York State Director, Federal Housing Administration, 1957. Under his leadership, Donovan assisted in the removal and later prosecution of a housing inspector who was charged with extortion. Donovan reorganized the office to promote efficiency.
Resumed the practice of law
His wife, the former Catherine Mostchnick, died in 1963.
Resident of New York City until his death there on 4/6/1987; interment in Woodlawn Cemetery.
