First elected to the House of Commons in 1993, Clifford Lincoln was re-elected in 1997 and in 2000. He is currently a member of the Standing Committee on Canadian Heritage.
He served as Parliamentary Secretary to the Deputy Prime Minister and the Minister of the Environment from December 1993 to February 1996. In March 1996, he was elected Chair of the House of Commons Standing Committee on Canadian Heritage, a position to which he has been reelected in successive parliamentary sessions.
From 1981 to 1988, Mr. Lincoln was a member of the Quebec National Assembly, and served in provincial Cabinet as Minister of the Environment from 1985 to 1988. His understanding of environmental issues provided tremendous support to the government, particularly in the sustainable development strategy for the greening of government.
He is Canada's representative on, and chair of, the Standing Committee of Parliamentarians of the Arctic Region, which brings together parliamentarians from eight Arctic nations to address issues of common concern. He has also taken a special interest in the cause of Aboriginal people.
Clifford Lincoln holds three Fellowships in arbitration and international insurance, and is a Director Emeritus of the Arbitrators Institute of Canada.
At the community level, he has been involved for many years in volunteer work, especially on behalf of the intellectually disabled and their integration into society.
