Info | Majority Whip Roy Blunt came to the United States House of Representatives in 1997 with a background as a public servant, university president and administrator.
Elected in 1996 to his first term in the House, Blunt has risen quickly through the ranks of Congress and was elected by his colleagues to serve as House Majority Whip for the 108th Congress, the third highest leadership post in the House Republican Conference.
As Majority Whip, Congressman Blunt is responsible for corralling the votes necessary to complete the Republican agenda. He heads a team of Deputy and Assistant Whips charged with securing the votes to pass key legislative initiatives.
Prior to being elected Majority Whip, Blunt held the post of Chief Deputy Majority Whip, a position last held by current Speaker of the House Dennis Hastert. That job has been described by the Capitol Hill newspaper Roll Call as ?the most influential appointed leadership post inside the GOP Conference.?
Having served on then-Governor George W. Bush?s original ten person exploratory committee and as the liaison between the House and the Bush campaign, Blunt has close ties to the Bush Administration. When President Bush helped name Blunt Missouri?s Republican of the Year in February 2002, he said of Blunt, ?He?s a leader who knows how to raise his sights and lower his voice. I appreciate his friendship.?
The people of Southwest Missouri have sent Blunt to Washington to represent them four times, returning him to Congress with 74.8% of the vote against two opponents in 2002.
Blunt serves on the Committee on Energy and Commerce, which has jurisdiction over all interstate and foreign commerce, including energy, telecommunications, health care, biomedical research, consumer protection, the environment and travel and tourism. Blunt is also on leave from the Committee on Financial Services and the Committee on International Relations.
Blunt has developed a reputation as a staunch defender of balanced budgets and responsible spending. He fought for President Bush?s $1.35 trillion tax cut, working twenty-nine hours through the night to reach agreement on the largest tax cut in a generation. Continuing his focus on tax fairness, Blunt worked to pass four economic stimulus packages in 2002 and is pressing for permanent repeal of the death tax and the marriage tax penalty.
Blunt has made retirement security for American workers a top priority. Blunt introduced, and successfully guided to passage, legislation providing a tax credit for the start-up costs of a qualified small employer retirement plan. Blunt also introduced a bill allowing employees who save for retirement through Defined Benefit Pension Plans (DBPs) to contribute pre-tax dollars to their accounts. Blunt was an original cosponsor of legislation to give workers expanded control over their investments by diversifying their holdings and creating parity among rank-and-file employees and company executives.
After the attacks of September 11, 2001, Congress faced new challenges, and Blunt played a lead role in several critical pieces of legislation in reaction to the tragedy. The week following the attacks, Blunt negotiated a financial safety net to keep America?s airlines flying, and, a week later, he led the charge to improve airline and airport security. He has introduced and guided to passage legislation to include the victims of the 1997 al Qaeda bombings in Kenya and Tanzania in the compensation package developed by Congress for victims of September 11th.
Blunt, Missouri?s chief election official for two presidential elections, was the first Republican Secretary of State in more than 50 years. He implemented the state?s first Presidential Preferential Primary and provided election boards and county clerks with expertise in the use of paper, optical scanning, and punch card ballots. This breadth of experience made Blunt the Speaker?s first choice to represent the House leadership in the conference with the Senate on election reform legislation. Blunt took a lead role in the drafting and passage of the Help America Vote Act of 2002, comprehensive election reform legislation signed into law by President Bush.
Before coming to Congress, Blunt served four years as the president of his alma mater, Southwest Baptist University in Bolivar, Missouri, from which he earned his B.A. in History in 1970. He also earned his M.A. in History from Southwest Missouri State University in 1972. Blunt has also received honorary doctorate degrees in law, the humanities, and education. He has taught American and Missouri history and government at both the secondary and post-secondary levels.
Blunt resides in Strafford, Missouri, and has three children: Missouri Secretary of State Matt Blunt; Amy Blunt, an attorney in Kansas City, Missouri; and Andy Blunt, an attorney in Jefferson City, Missouri.
