Clarifying question - if a candidate gets 50%+ in this race, do they win? Or does it just got to a top-two runoff anyways? Not sure how this one works.

If a candidate gets a majority in this election, they win. Weird that they don't use California Top-Two in California haha

winning a special election outright with 50%+ is something California does which precedes Top Two by decades, the one change Top Two made to special elections is that no majority no longer means "top D vs top R" in the runoff
