So many games could be in the works. If McSally loses, she could then be appointed to the seat. Kyl could even time his leave so that McSally would have seniority over Sinema, even if she wins.
I wouldn't put it past Ducey for this to be a hedge for him. If Garcia wins for Governor, Ducey could then appoint himself. He went on and on about how he was not going to appoint himself to replace John McCain - well, he would be replacing Jon Kyl. A risky move, but voters often have short term memory as well as overlooking things. Being employed as a Senator would be better for him than being an unemployed Governor.

If McSally can't win in 2018, I think she'd have an even tougher time when presidential turnout levels boost Democrats in Arizona, especially if Trump is still on the ballot.

Agree. And if McSally doesn’t win in 2018, the voters have rendered a judgment on her for the office. It will be difficult for the Governor to justify the appointment after a loss. However I will concede it is a possible scenario.

If McSally gets appointed to the Senate after losing a Senate election, that'd get her term off to a rocky start. It'd probably be better for her to not be appointed to the seat and to win the primary in 2020.

Not shocked Kyl got the appointment.

What a dumb appointment. Serve the 2 years or don't take the job, jeez.

Is there a way to create a 'sub' candidate selection we can predict from (don't know how best to phrase it)?
There are alternatives to McSally, as PA Indy mentions above; Kirk Adams (who may be the favorite), Maricopa County Attorney Bill Montgomery and Treasurer, Eileen Klein.
