Description | The House of Councillors is the upper house in the Japanese Diet (legislature). It is the weaker of the two houses and if there is a disagreement between them the wishes of the lower house are followed. This happens most frequently on prime ministerial appointments. On legislation, the upper house may opt to block passage and force the lower house to obtain a 2/3 majority of members to override their decision.
This election is for half of the 242 seats in the upper house. Of these 121 seats, 48 are multi-member seats elected from national party lists, while the other 73 are elected at the prefectural level. Members of the House of Councillors are elected to six-year terms and elections are held in two cycles, every three years.
This election is seen as important for the government because as it currently stands they only hold a majority in the upper house when the votes of coalition partners are added. Prime Minister Hatoyama resigned recently following the decision of the Social Democratic Party (SDP) to leave the coalition, which makes this election that much more important for the government. |
