In 2003 this seat was contested by New Conservative Party leader Hiroshi Kumagai with the LDP's blessing, prior to the two parties' merger. At that time Minoru Kiuchi was an LDP member but was denied party support because of Kumagai and went on to win the election as an Independent. Kiuchi was again forced to run as an Independent in 2005 because of his opposition to the postal privatization bill, and was narrowly defeated by Katayama. |
