(Louisiana) House Rule Intends to Prevent Use of One-Time Money

Description | Rep. Brett Geymann (R) is proposing a "house rule" that would go into effect at passage. The HR 27 is meant to prevent the use of one- time money in the Louisiana budget for recurring expenditures (see full text here). According to Geymann, the bill will force the legislature to cross the hurdle of 2/3 vote to get to the budget.

Under the house order, no motion tto finally pass an appropriation bill 11 that appropriates one-time money for ordinary recurring expenses shall be in order 12 unless immediately prior to passing a seperate motion that authorizes one-time money for recurring expenses. This measure must be adopted by s at least two-thirds of the members present and voting.
The adoption of any floor amendment which proposes to appropriate one-time money for ordinary recurring expenses shall require the favorable vote of at least two-thirds of the members present and voting.
