VANCOUVER, B.C. - As tempers flare in the Pacific Northwest over salmon, with negotiations for a new treaty breaking off, court injunctions sought and an Alaskan ferry blockaded, various voices on both sides of the U.S.-Canada border are appealing for calm.

But not British Columbia's premier Glen Clark. The longer the salmon dispute continues, the more harsh his anti-American invective becomes. "It's a full-scale fish war," Clark insists, launched by American interests he accuses of "piracy" and "stealing." He's threatened to cancel a lease in B.C. waters for a seabed missile testing range used by the U.S. Navy. U.S. governors and senators have denounced him. Alaskan politicians blame him for inciting B.C. fishers who blocked an Alaskan ferry for three days in the port of Prince Rupert.
