MADISON, Wis. (AP) -- Donations from utility executives to Democratic Gov. Jim Doyle's re-election campaign did not influence state regulators' approval of the sale of a nuclear power plant, the state attorney general said Tuesday.

Attorney General J.B. Van Hollen, a Republican, said his office was closing its investigation of the sale of the Kewaunee Nuclear Power Plant without filing charges.

Investigators launched the probe in 2005 after a watchdog group reported that Doyle's campaign accepted more than $40,000 from utility executives as the state was considering the sale of the plant in eastern Wisconsin near Lake Michigan.

At issue was a proposal by Wisconsin Public Service Corp. and Wisconsin Power & Light Co. to sell the plant to a subsidiary of Dominion Resources of Richmond, Va.

The Public Service Commission voted 2-1 to reject the sale in November 2004. But after the companies changed the proposal to respond to concerns of two Doyle appointees on the commission, the PSC unanimously voted to allow the sale to proceed in March 2005.
