Description | In 1974, the Colorado Constitution, Article V, Section 10, was amended. The amendment removed the Lieutenant Governor as the presiding officer of the Senate and gave the Senate the ability to elect one of its own members as President. In 1975, Fred E. Anderson was the first President of the Senate to be elected under the provision of this constitutional amendment. |
