Description | One of three enclaves reorganized as federal territories, Labuan was established as Malaysia's offshore banking center on October 1, 1990.
Labuan (translated as 'harbor') consists of seven islands once part of the Sultanate of Brunei. The largest, Labuan Island, began as a mere storm 'safe haven' for Brunei's people. Administered by the British from December 18, 1846, Labuan was taken by the Japanese (who named it Maida Island (前田島 [Maeda-shima]) at the start of WWII.
Labuan was later absorbed within the Malaysian Federation as a federal territory under the tutelage of the Ministry of Federal Territories in 1984.
The local government is led by the "Labuan Corporation" headed by a "chairman" who acts, in effect, as the territories' governor.
