Rep. Boucher is a retired electrical engineering design consultant and served in the U.S. Air Force from 1957-1961. He is a member or former member of the following organizations: St. Catherine=s Catholic Church; Democratic Forum; Raytown Democratic Club; former member of Hickman Mills School Board; Kansas City Salvation Army Advisory Board; South Kansas City Citizens Crusade Against Crime; American Legion; Disabled American Veterans; Southern Communities Coalition; advisory board for Alliance for Safe Highways; Harmony in Hickman Mills; Research Mental Health Board; founding member of Big Brothers of Kansas City; and Raytown, Grandview and South Kansas City Chambers of Commerce. He also served as Democratic Committeeman from 1988-1992.

Rep. Boucher received the Public Service Award from the Missouri Association for Social Welfare in 1994, the AFriend of Children Award@ for 1995 from Pediatric Nurses Associates and Practitioners, and the Exemplary Leadership Award from the Missouri Head Injury Advisory Council in 1996. In 1997 he was received the State Official of the Year Award from the National Industries for the Blind, the Legislator of the Year award from the Missouri Alliance for Animal Legislation, and the President=s Award from the Missouri Rehabilitation Association.

Rep. Boucher attended Longview Community College and the University of Kansas.

Born November 13, 1937 to parents of Franco-American heritage in Central Falls, Rhode Island, Rep. Boucher currently resides in Kansas City with his wife Dee. They have three children: Theresa, Gregory and Mark and four grandchildren: Rochelle, Skyelar, Jonathan, and Christopher.
