Prior to his appointment, Ambassador Blankenship served as a partner and Director of the Capital South Group, a Jacksonville, Florida investment banking firm, as President and Chief Financial Officer of St. John's Capital, and as a municipal and government financing officer with Raymond James and Associates of St. Petersburg, Florida. He was a partner in the J. Richard Blankenship & Co. Accounting firm and also served as an accountant with Peat, Marwick, and Mitchell of Jacksonville, and Price Waterhouse & Co., Tampa, Florida.

As an appointed member of the State of Florida Transportation Outreach Program, Ambassador Blankenship evaluated transportation and infrastructure projects designed to aid and assist in the economic development of Florida and participated in a review of Florida's port security. He also served as a member of the Florida Joint Task Force Evaluation Team responsible for evaluating a contract for the construction of the largest digital law enforcement radio system in the United States.

Ambassador Blankenship, who hails from Troy, Alabama, is a graduate of Florida State University, and is married.
