Elected to the Senate of the Maryland General Assembly in 1994 from District 37 representing Caroline, Dorchester, Talbot and Wicomico Counties. The first Republican elected to the Senate from the Dorchester County in well over fifty years. Re-elected in 1998 and 2002. Serves on the Education, Health and Environmental Affairs Committee, Joint Committee on Administrative, Executive, and Legislative Review (AELR), Capitol Budget Subcommittee, Joint Committee on Chesapeake Bay Critical Areas, and Chairman of the Senate Select Committee No. 10, Eastern Shore Delegation. In addition to Committee assignments, I also served on the following special committees and commissions: Commission to Review Landlord-Tenant Laws (1998); Shore Erosion Task Force (1999-2000); Governor=s Task Force on Eastern Shore Economic Development (1999-2001); Mid-Shore Regional Council (since 2001); Tri-County Council for the Lower Eastern Shore of Maryland (since 2001); Currently President of the Maryland Rural Water Association (2002-2003).
Delegate, Maryland General Assembly - 1983-1991
Elected to the House of Delegates in 1982 from District 37 representing Caroline, Dorchester, Talbot and Wicomico Counties. First Republican elected from Dorchester County in over fifty years. Re-elected in 1986. While in the House of Delegates, I served on the following committees and commissions: Constitutional and Administrative Law (1983-86) and Environmental Matters (1987-1991).
Town Manager, Federalsburg, MD - 1991 to Present
Appointed Town Manager by the Mayor and Council on July 1, 1991. Responsible for the day to day administration and management of all phases of Municipal Government. The Municipal Government is composed of a Grants Department, Clerk/Treasurer Office, Water Department, Wastewater Department, Maintenance Department, and Police Department consisting of over 30 full-time and part time employees. During the past twelve years, the Town has adopted an ADA policy, a new procurement policies manual, a new personnel manual. Over eight million dollars in grant funding has been obtained to: (1) promoted downtown business revitalization; (2) increased employment in the two municipal industrial parks; (3) expanded one of the industrial parks for relocating and establishing new business enterprises; (4) replaced failing water and sewer lines; (5) reduce pollution to the Chesapeake Bay by rehabilitating three major storm steam systems; (6) promote wildlife habitats, a turtle sanctuary, and a free fishing zone by restoring a twelve acre wetland; (7) rehabilitate over 2000 linear feet of shoreline along the Marshyhope Creek to prevent shoreline erosion and encourage establishment of wildlife habitats; (8) developed the Marshyhope Creek Greenway for promoting recreational activities along the Marshyhope Creek; (9) completed the development of the Federalsburg Marina with three open air pavilions, and a trail system for promoting outdoor recreational activities, fishing and boating; (10) purchase and install playground equipment throughout the Town for children and adolescents to enjoy; and (11) obtain additional funding for public safety equipment, drug enforcement training and additional sworn police personnel.
