Info | Born and raised in New Orleans, Terrell graduated from Newcomb College of Tulane University, where she was selected for Who's Who Among Students in American Colleges and Universities. She pursued graduate work at Tulane University and received her Juris Doctorate from Loyola University School of Law, graduating in the top of her class.
In 1994, Terrell was elected to the New Orleans City Council and re-elected without opposition in 1998. On the City Council Terrell gained a reputation as being independent, fair, and honest. Terrell won media praise for being a diligent watchdog over the Morial administration.
In the fall of 1999 Terrell entered a crowded field of candidates for elections commissioner. Against a competitive field of Democrats and Republicans, Terrell won the election in a run-off, ending a 40-year political dynasty and becoming the first Republican woman to hold a statewide office in the history of Louisiana. During the run-off Terrell garnered the support of every newspaper that endorsed a candidate and won every major demographic group - male and female, black and white, young and old- with her pledge to reform the department.
Since taking office in January 2000 Commissioner Terrell has achieved many of the goals set forth in her campaign. Terrell has cut the Department's bloated budget through a process of canceling contracts, streamlining operations, and downsizing the Department's spending practices and personnel.
Commissioner Terrell is married to Dr. Lee Terrell; they are the parents of three daughters.
