SAMUEL PEARSON GODDARD JR. was born in Clayton, Missouri, on August 8, 1919. He received a B.A. from Harvard University in 1941, and a LL.B. from the University of Arizona in 1949. He opened a law office in Tucson. Goddard served as a communications and operations officer in the U.S. Army Air Force during World War II. Goddard served as a member of the White House Conference on Children and Youth in 1959 and that same year he chaired the Tucson Youth Study Committee. Goddard ran unsuccessfully for governor in 1962, but won the seat in 1964. During his administration, Goddard concentrated on industrial development, equal rights, water and the importance of Mexico and Sonora to Arizona. He ran again in 1966 and 1968. Since his term as governor, Sam Goddard has remained active in politics and the community.
