born in Jackson, Jackson County, Mich., May 16, 1943; attended the public schools; graduated from Jackson High School 1961; B.A., Wheaton College, Wheaton, Ill., 1965; J.D., Indiana University School of Law, Indianapolis, 1971; admitted to the Indiana bar in 1972 and commenced practice in Fort Wayne; served in the United States Army, 1966-1968; district representative, United States Congressman J. Danforth Quayle, 1976-1980; elected as a Republican to the Ninety-seventh and to the three succeeding Congresses (January 3, 1981-January 3, 1989); elected to the One Hundred First Congress but did not serve; appointed to the United States Senate December 12, 1988, to fill the vacancy caused by the election of J. Danforth Quayle as Vice President; sworn in January 3, 1989; reelected by special election in 1990 to complete the remainder of the term ending January 3, 1993; reelected in 1992 to the term ending January 3, 1999; was not a candidate for reelection in 1998.
