She’s a graduate of USC in Columbia and did some graduate work at American University.

Here’s a timeline of Toby’s professional career:

1987: Toby began her career at the Central Intelligence Agency (CIA) in the winter of 1987, where she served her country both domestically and abroad.

1995: Toby returned to her home base in Charleston and began working at the Charleston County School District. First as the Public Relations officer and later as the Coordinator of the District’s first bond campaign to repair dilapidated schools. This campaign was Toby’s first foray into politics. Though it ultimately as unsuccessful, her enthusiasm for the electoral process took root.

Not long after that, Toby became the first African-American director of the Public Affairs Group for the Charleston Metro Chamber of Commerce.

Radio broadcasting has been a big part of her life since the 90s. Toby has hosted radio programs on Charleston’s legendary station, WPAL, and briefly managed another radio station, WLMC, in Georgetown, SC.

1999: Toby was recruited to manage volunteers for Charleston’s mayoral campaign.

2000: She discovered the wonderful, sometimes frustrating, but always meaningful world of nonprofit organizations. Since that time, Toby has helped organizations find grant money, put together strategic plans, and trained boards.

2003: Toby was granted the unique opportunity to review grants for the first round of the Compassion Capital Fund. This experience gave her a rare inside look at the review end of hte grant-making process.

Ministry was the very last arena Toby expected to be involved with, but an unexpected opportunity to fill in at Tuesday night Bible study opened the door to the greatest love of her life.

2006: Toby became ordained and licensed at Mt. Olive Missionary Baptist Church, under the leadership of Pastor Willis Glover, Sr.

Now, in her 12th year of service as an Associate Minister, Toby has taught the weekly Bible study, Sunday school classes, and worked with the Youth and Women’s Ministries.

2007: Toby joined the staff of Origins (formerly Family Services Inc). As a credit and housing counselor, she taught classes throughout the state on financial literacy, first-time home-buying, pre-and post-bankruptcy procedures, and foreclosure prevention.

2009: Toby began writing for the Columbia-based IMARAWoman magazine, covering topics such as education, the foreclosure crisis, and money management.

2011: Toby married and moved to Greenville, SC.

2013: Having returned to Charleston in 2012, Toby served as the Executive Director of Midland Park Community Ministries until 2016. Her role included managing the daily operations of both the food pantry and clothes closet. Under her leadership, services were expanded to Berkeley, Charleston, and Dorchester Counties. Toby also generated an additional $40,000 in grant funding to expand programming and services.

2015: Toby, who is four generations from slavery on her Mother’s side, became the first African-American woman to run for mayor of Charleston. Her platform included racial reconciliation, revitalizing West Ashley, and engaging communities in need. Her candidacy was warmly received.

After the campaign, Toby joined the Advisory Board of Jenkins Institute (formerly Jenkins Orphanage) and continued her work as a cultural and educational consultant for Project Okurase, which facilitates a yearly cultural immersion trip for high school students.

2018: Toby took her latest bold step and announced her candidacy for the US House of Representatives, South Carolina District # 1. Her slogan is “Our voice. Our vote. Our future.”
