Info | The former Judy Ann Brown and her husband both came from Endicott, New York, and attended Ohio State University, where he got his law degree. She worked toward a degree in economics there, and later attended Case Western Reserve University and Cuyahoga Community College before completing her course work at Cleveland State University.
She served in the Ohio House of Representatives from 1982-92. In December 1992, Senate Democrats appointed her to fill a mid-term vacancy created when Eric Fingerhut was elected to Congress.
She won a full term in the Ohio Senate in 1994, and was succeeded by Fingerhut after she decided not to seek another term in 1997.
She was "a tremendous admirer of Eleanor Roosevelt," her husband said. "She thought there was a role for government in helping people."
She was proud of working on the Nurse Practice Act, which enlarged the scope of practice for nurses, and of her work getting a TTD text service that enabled the deaf to communicate with the legislature and state offices.
In addition to her husband, she is survived by two grandsons.
She donated her body to the Cleveland Clinic for medical-training purposes, her husband said. Arrangements for a memorial service are pending.
