Edward T. (Ned) Breathitt attorney and former Governor of Kentucky from 1963 until 1967, was born in Hopkinsville and graduated from the College of Commerce in 1948. He then received his law degree from the University of Kentucky.

As a young attorney, he became interested in politics, and served first as President of the Young Democratic Clubs of Kentucky in 1952, then as chairman of the state speaker�s bureau for Adlai Stephenson�s Presidential campaign. Two years later he worked in former Vice President Alben W. Barkley�s re-election to the U.S. Senate. He was elected to three terms in the Kentucky legislature, was a member of the Governor�s Commission on Mental Health and of the State Public Service Commission and served as State Personnel Commissioner.

He was elected Governor in 1963. Governor Breathitt (1963-1967) was named to the Executive Committee of the National Governors� Conference and was Chairman of its natural resources committee. He and his administration received numerous awards: a Lincoln Key Award (1966) for leadership in the passage of a state civil rights bill; Society of Industrial Realtor�s top award (1964) for the best travel promotion; U.S. Department of Interior Distinguished Service Award (1967) for contributions to conservation; Conservationist of the Year Award (1967) from Outdoor Life Magazine. Returning to the private practice of law, he became Special Counsel in Kentucky for Southern Railway in 1967. In 1968, he was named Director of the Institute for Rural America and was appointed Federal Representative on the Southern Interstate Nuclear Board. In 1971, he was elected Chairman of the Coalition for Rural America. He became Vice President, Public Affairs, for Southern Railway in 1972 and was elected Senior Vice President-Public Affairs, in 1986. He retired in 1992.

Mr. Breathitt has been an Eagle Scout, a Director of the Home Loan Bank of Cincinnati and Chairman of the Kentucky Heart Fund Campaign. He served as Chairman of the Board of Trustees of the University of Kentucky, as a member of the Council of Higher Education, as a member of the Board of Regents of Morehead State University and Kentucky State University and as a Member of the Southern Region Education Board.
