He is a prolific writer and poised public speaker who can communicate effectively with wide ranging audiences – and win their support. He is called on frequently as a guest speaker and panelist on Homeland Security and Defense transformation.

Tim has extensive experience on Capitol Hill and in the Pentagon. He worked on the personal staff for a Member of the House Armed Services Committee; ran for seat in Congress from Pennsylvania in the mid-1980s (along with fellow Pennsylvanians Tom Ridge (Secretary for Homeland Security) and Paul McHale (Assistant Secretary of Defense for Homeland Security); in the mid 1990s Tim served as the principle political advisor and liaison between the U.S. Congress and the 380,000-member Army National Guard. In the Pentagon, Tim served on both the Army Staff and the National Guard Bureau Staff. After graduating from the Army War College, he served more than 3 years with the Joint Chiefs of Staff, culminating his Pentagon assignment as Deputy Assistant Chairman of the Joint Chiefs of Staff.

As a senior Army commander on active duty, he directed the high level planning, resource allocation, training, administrative, and logistical requirements for a mechanized infantry brigade of more 4,250 personnel organized into six subordinate elements with 36 facilities in two states. Because of his leadership, this brigade was selected as the Army National Guard’s only brigade to undergo the $2 billion transformation to the Stryker Brigade Combat Team.

As Deputy Assistant Chairman of the Joint Chiefs of Staff, Tim represented the one million members of the Armed Forces Reserves’ on matters before the Joint Chiefs of Staff and represented all seven Armed Forces reserve organizations in the Defense Department’s senior and most powerful program to prioritize requirements and Defense spending - the Joint Requirements Oversight Council. Additionally, Tim represented the Office of the Chairman of the Joint Chiefs of Staff on the panel that wrote the US National Military Strategy.

Tim retired from the Army in 2001, with the rank of Colonel, and founded Defense Solutions. Following the terrorist attacks of September 11, 2001, the Bush Administration called on Tim’s national security expertise to write the 2002 White House study on Critical Infrastructure Protection.

During the 2003 War in Iraq, Tim was a frequent military commentator on CNBC, Fox, and CNN FN television networks.
