I am a 5th generation Arizonan. My ancestors originally settled in Northeastern Arizona. My Great Grandfather James Pearce was the first settler on Silver Creek and founded Taylor, Arizona (Pearce, Frost, Crosby, and Hansen), and my mothers folks settled in northern Arizona (Crandell, Hatch, McCleve, and Webb). My wife's name is LuAnne and we have five children and seven grandchildren.
I've spent over 30 years in criminal justice/law enforcement.
I spent my first 23 years with the Maricopa County Sheriff's Office, in which I was nominated for Deputy of the Year 5 times and Young Law Enforcment Officer of the year. While attempting to arrest several gang members, I was shot in the chest and lost my right ring finger, but I nevertheless continued to pursue the gang members. and subsequently was awarded the highest medal and recognition in law enforcement, the "Medal of Valor". I was Chief Deputy of the United States 4th largest Sheriff's Office and 4th largest County Jail. While at the Sheriff's Office of over 2000 employees, I was responsible for many innovative and cost saving programs, such as:
Tent City saving millions in Construction Cost
Taking Pornographic magazines and allowing only G/PG movies in the jail Youth Assistance Program to create positive interaction between youth and law-enforcement
Valley Mall Patrol Program with Sheriff's Posse through Phoenix Metro Area
Developed the Sheriff's Aviation Program
Developed the first bicycle patrol in Maricopa County
I was appointed the first North Mesa Justice of the Peace by Maricopa County Board.
I served as the Governor's Director of Highway Safety and produced the state Highway safety plan for the Governor's Office
I was the first North Mesa Justice of the Peace appointed by Maricopa County Board of Supervisors. I set up and ran the court as its first Justice of the Peace.
I was appointed as the Director of the Governor's Office of Highway Safety, appointed by Governor Fife Symington. I was responsible for the states Highway Safety Plan and coordinating with the Federal Government Highway Safety Administration. I was responsible for the statewide DUI task force.
I was then appointed by Governor Fife Symington as Director of Arizona's Motor Vehicle Division. As Director of the State Motor Vehicle Division, I completely overhauled MVD and was responsible for business reengineering that reduced transactions annually by over three million and cut cost significantly and huge customer convenience. The last three years I was director, MVD generated $175 million new revenue to be used building freeways and for cities and counties.
I eliminated over 3 million annual transactions. Reduced wait times from an average of over 2 hours to under 20 minutes, without a budget increase.
I increased office hours to include adding Saturdays, and longer hours during the week days, while cutting the annual administrative cost of MVD by $10 million. I helped Arizona become the first state to offer electronic registration renewals and drivers license duplicates by over multiple channels (internet and phone). The MVD was the only government agency in the world to have received the E-Commerce award by IBM.
I privatized approximately 30% of the MVD transactions at a huge savings to the tax payers and at a huge convience to Arizona Taxpayers.
Through improved regulatory compliance, the MVD registered approximately 584,402 vehicles in fiscal year 1998 resulting in additional revenues of $9,627,264.
As your State Representative, I have made and kept many promises:
I was recognized by the Goldwater Institute as one of 5 legislators that "proved to be the strongest allies (2nd best) in the constant struggle against government encroachment on liberty."
I was one of only three (out of 90) legislators ranked as "Friend of the Tax Payer" by the Arizona Tax Payers Association.
I introduced legislation to limit government spending. HCR 2027 Tax Payers Bill of Rights allows government to grow at the rate of inflation and population growth combined and rebates the rest back to the tax payers.
I co-sponsored legislation to limit government abuse protect private property rights.
Separation of Power to remind the judicial activist courts of the constitution and limit their power not retroactively make law or tax from the bench.
Home Owners Protection Act to limit government from raising property taxes more than inflation while one owns their home.
Successfully sponsored legislation to impound cars driven by dangerous repeat DUI offenders.
Worked on transportation issues (accelerating the East Valley Freeways), protecting second amendment rights, parental rights, tougher DUI laws, pro-life issues, government privatization issues, smaller more efficient government issues, etc.
