Member of Birmingham City Council 1946-1956 (Group Secretary 1950-1956), Member of Parliament for Birmingham All Saints 1955-1959 and for Birmingham Small Heath 1961-1992. General Secretary of the Association of Professional, Executive, Clerical and Computer Staffs Union (APEX) 1971-1983. Raised to the Peerage in 1992 as Baron Howell of Aston Manor in the City of Birmingham.

Minister for Sport 1964-1970 and 1974-1979, and also in various other posts in the Department for Education & Science (1964-1969), Housing & Local Government (1969-1970) and the Environment (1974-1979).

Famously, Howell was appointed Minister for Drought in the summer of 1976 (the driest in centuries) - days later heavy rain ended the drought, though caused serious flooding. Howell was promptly appointed as Minister for Floods.
