InfoBorn in China, Jenny Wai Ching Kwan emigrated to Canada with her family when she was nine years old. She graduated from Eric Hamber High School in Vancouver and went on to graduate from Simon Fraser University.

Jenny began working as a community legal advocate in the Downtown Eastside shortly after earning her Bachelor of Arts (Criminology) from SFU.

Jenny was elected to Vancouver City Council in 1993�becoming the youngest councillor in Vancouver history�and served for three years as the sole representative of Vancouver�s progressive municipal political party, COPE. She made the jump to provincial politics in 1996 as the MLA for Vancouver-Mount Pleasant�becoming one of the first Chinese-Canadian women to sit in BC�s Legislative Assembly.

As a rookie MLA, Jenny served as Deputy Caucus Whip, Parliamentary Secretary to the Minister of Health, a member of the Public Accounts Committee, and a member of the Special Committee on the Response to the Gove Report�all during her first two years in office. In February 1998 Jenny was appointed Minister of Municipal Affairs�becoming BC�s first Chinese-Canadian cabinet minister. Over the next three years she would go on to serve as Minister of Women�s Equality and Minister of Community Development, Cooperatives and Volunteers.

Jenny continues to pursue extra challenges as an opposition MLA, serving as a member of the Special Committee to Review the Police Complaints Process, the Select Standing Committee on Education, and as Chair of the Select Standing Committee on Public Accounts.

Jenny�s work in the areas of women�s rights, community development and anti-poverty advocacy has earned her a well-deserved reputation as a committed social activist who has made principle her priority. On the opposition benches Jenny is working hard to make the Opposition Caucus a principled voice that represents the progressive social values that all British Columbians share.

Jenny is married and lives in East Vancouver with her husband, daughter and stepson.
