Info | Ray has a proven record of facilitating economic growth while working with the public and private sectors in the Moose Jaw and Regina areas.
Ray spent 35 years in Saskatchewan's education system as a guidance counsellor, teacher, vice-principal of an elementary school, principal of Peacock Collegiate, director of education, and, lastly, registrar and director of provincial examinations and student records for the Province of Saskatchewan. He opened his own consulting firm named Educational Consulting and Counselling Services (ECCS) in 1993.
After defeating incumbent mayor and current NDP Palliser candidate, Don Mitchell, Ray served as mayor of Moose Jaw for two terms.
As mayor he was instrumental in revitalizing Moose Jaw's downtown core through facilitating the opening of Temple Gardens Mineral Spa, and the Tunnels of Moose Jaw. Additionally, he was the lead negotiator in attracting NATO Flight Training Canada (NFTC) ensuring that 15 Wing Moose Jaw would not close.
Drawing from his experience as an educator, Ray led a provincial commission making recommendations on how to better fund public education in 2004. This commission is named Boughen Commission: Financing Kindergarten to Grade 12 Education.
Most recently, Ray stepped in serving as the as Interim President/CEO of the Regina Airport Authority for 13 months.
He was elected in June 2005 as a Trustee to the Prairie South School Division Board of Education. He currently serves as Director of Education for SIAST Campuses.
He chairs the Zion United Church Council, and also performed a fundraising role while serving as co-Chair of Moose Jaw Multiplex Builders Inc..
For 10 months in the early nineties, he served as Executive Director of Temple Gardens Mineral Spa Inc.. He was elected vice-president, Cities, SUMA (Saskatchewan Urban Municipalities Association) in 1998. Additional posts include chairing the 1996 Saskatchewan Summer Games, as well as Saskatchewan chair of the Canadian Forces Liaison Council from 2000 to 2006.
He was a member of the Regina Qu'appelle Health Region. He spent many years coaching and officiating minor sports including basketball, baseball, and hockey in Moose Jaw. He is a former charter member of the Wakamow Rotary Club, and current member of the Moose Jaw Rotary Club.
Ray holds a Bachelor of Science from St. Cloud State University in Minnesota, Bachelor of Education from the University of Saskatchewan, and Masters of Science from the Oregon College of Education (now Western Oregon University) majoring in Counseling Psychology and Educational Administration.
Ray Boughen, and his wife Sandy, are long-time Moose Jaw residents. His two children, Patti and Ryan, were born and raised in Moose Jaw. Patti and her husband, Rob, and their four children now reside in Langenburg, Saskatchewan. Ryan, and his wife Rachel, live in Moose Jaw with their three boys.
