InfoCapito's political career began when she was elected to the West Virginia House of Delegates in 1996, representing the 30th District of West Virginia, including a portion of the Charleston area. Serving two terms in the state House of Delegates, Capito was named Minority Chairperson of the Health and Human Resources Committee and a member of the Judiciary and Banking and Insurance Committees. She has been a key advocate for job creation and retention in West Virginia, and has taken leadership roles in the areas of children's health, domestic violence, family law, and school safety.

Capito played other key roles in the West Virginia House by serving as the minority House member on the Governor's Task Force on the Children's Health Insurance Program, sponsoring landmark health insurance legislation for West Virginia children.

Before her election to the House of Delegates, Capito worked as a career counselor at West Virginia State College and as the Director of the Educational Information Center for the West Virginia Board of Regents. Her volunteer activities include being a Past President and Board Member of the YWCA, a member of the Community Council of the Kanawha Valley, and a member of the West Virginia Interagency Council for Early Intervention. She has also been an active participant in Read Aloud and Habitat for Humanity.

Capito graduated from Duke University with a B.S. in Zoology, and also holds a M.Ed. from the University of Virginia. She is married to Charles L. Capito, Jr., who is First Vice President and Manager of Salomon Smith Barney in Charleston. They have three children: Charles, Moore and Shelley. She is a member of the First Presbyterian Church.
