Rep. Jess Garnett, a Democrat, represented Howell County (District 151) in the Missouri House of Representatives.

Elected to his fifth consecutive two-year term in 1994, Rep. Garnett was Chairman of the House Energy and Environment Committee. He also served on the following House Committees: Appropriations--Education and Public Safety; Motor Vehicle and Traffic Regulations; and Tourism, Recreational and Cultural Affairs. He was a former Chairman of the House Atomic Energy Commission, on which he continued to serve as a member.

Rep. Garnett was a former Vice Chairman of the House Fees and Salaries Committee.

A former Chairman of the Howell County Democratic Committee, Rep. Garnett was owner and manager of a wood products company. He was a member of the Methodist Church; West Plains Chamber of Commerce; Masons; Scottish Rite; Shrine; and the advisory board for Southwest Missouri State University, West Plains branch.

A graduate of Brookville High School in Indiana, Rep. Garnett attended Shurleff College in Alton, IL.

Born January 27, 1924, in Frankfort, Ky., Rep. Garnett resided in Brandsville with his wife, Betty. They had two children, Mark and Jay.
