Info | Philip Cortez, 28: Cortez got his foot in the door at City Hall as an aide to then-Mayor Ed Garza. A lieutenant in the Air Force reserves and community liaison for the South Texas Blood and Tissue Center, he competed for the District 4 seat in 2003, ultimately losing to Richard Perez. But he began laying the groundwork for another campaign almost as soon as Perez won re-election in 2005.
