InfoAdmitted into the Quebec Bar in 1959, Mr. Duguay is a graduate from Northwestern University in Chicago as well as the University of Oxford (UK) where he was a Rhodes Scholar.

In September 1967, Mr. Duguay began his career at the Department of Foreign Affairs, where he held numerous notable positions including: Second Secretary in Dakar, Senegal; First Secretary with the Canadian Embassy in Turkey; chargé d'affaires and Regional Advisor in Africa (22 countries); Advisor at the Agence de coopération culturelle et technique (ACCT) in Paris; Cultural Advisor with the Canadian embassy in Paris; Deputy Director for International Cooperation at the Ministry for External Affairs; Executive Secretary and the Under-secretary of State of Foreign Affairs at the Ministry for Foreign Affairs. Mr. Duguay also held the position of Canadian Ambassador to Cameroon, Morocco, Romania, Bulgaria and Moldova. He was also Canada’s permanent representative to the International Civil Aviation Organization (ICAO) in Montreal.

Mr. Duguay has also been Professor of Penal Law and responsible for accelerated training cycles at the École Nationale de Droit et d’Administration de Kinshasa, Democratic Republic of Congo; Law Professor and Legal Adviser at the National University of Rwanda; Professor in the Department of Political Science at the Université de Montréal and at McGill University; Lecturer for the Department of Political Sciences at Concordia University, in 2005.
