During her administration, Ms. Kunin was known as a reformer for education, a tough environmentalist, and a strong supporter for childcare and human services. Vermont's teacher salaries rose from 49th to 26th place in the national ranks during her tenure. Fortune Magazine rated her as one of the top ten education governors in the nation. The Institute for Southern Studies listed Vermont as the number one state for its environmental policies and first in the nation for its children's services and aid to the mentally ill under her leadership.

Appointed Deputy Secretary of Education by President Clinton in 1993, Ms. Kunin worked closely with other members of the department and the administration on key issues of education reform, including Goals 2000 and the School-to-Work Opportunities Act, national service, and the Safe Schools Act. She also served as co-chair of the Clinton Administration's working group on violence prevention.

In 1996 President Clinton appointed her ambassador to Switzerland, her native country.
