InfoCAROL Y. CLARK of East Orange was elected to her first three-year term as a member of the Board of Chosen Freeholders to represent District III in November 2002. She served 8 years as Fifth Ward Councilwoman on the East Orange City Council, and was the Assistant Director of Community Affairs and Public Relations for the City of East Orange. She also served as Deputy County Administrator and Chief of Staff for the Essex County Department of Citizen Services, and was a commissioner on the Essex County Utilities Authority. Freeholder Clark was the Assistant to the Dean of Student Affairs and Director of Student Activities at Essex County College, and was an NJCAA and NCAA Division 3 women’s basketball coach at Essex County College, Upsala College, and NJIT. She also taught social studies in the East Orange and Caldwell/West Caldwell school systems, and was a Supervisor of Instruction for the Essex County Educational Services Commission. She is a 15-year member of the East Orange YMCA Board of Trustees, a current member and former President of the National Black Caucus of Local Elected Officials in 2000, a board/advisory board member of the National League of Cities, a NJ League of Municipalities Legislative Committee member, and a representative to the Joint Meeting of Essex/Union. Freeholder Clark earned her B.A. in History/Political Science from Douglass College, her M.A. in Education from Seton Hall University, and received a fellowship from the Institute for Educational Leadership in Washington, D.C.
