Koki, who manages commercial properties here and in Seattle, believes his background in business would be an asset to the state government. "The legislature is in effect helping to run a big business, setting budget priorities, working with the administration to make things more efficient."

He added, "I think when a person is trained in business, there's an instinct for finding solutions."

One solution to the state's budget shortfall would be cutting costs by combining the water and sewer agencies, Koki said. "There's a lot of duplication of functions between the two."
