On January 8, 2003, Congressman Don Manzullo was reappointed Chairman of the House Committee on Small Business, which oversees the Small Business Administration and a broad range of issues that matter to small businesses with less than 500 employees. During the 108th Congress, Congressman Manzullo also serves on the House Financial Services Committee.
First appointed chairman of one of the House's 17 standing committees in 2001, Manzullo has held numerous committee hearings and drafted several pieces of legislation to increase business opportunities and create new jobs for small businesses in northern Illinois and throughout the nation. He led the charge against unnecessary federal regulations that stifle job growth, and he joined the leadership team that secured tax relief for all Americans and passed a Patient's Bill of Rights in the House. Congressman Manzullo also pushed the Department of Defense and other federal agencies do more business with small businesses in America.
Congressman Manzullo has known the challenges of running small businesses all of his life. His parents opened a small grocery store in Rockford, Illinois during his early years and then switched to the restaurant business a few years later. Although his parents have passed away, Congressman Manzullo's brother still runs the family business -- Manzullo's Famous Italian Restaurant.
In addition to his efforts on behalf of small businesses, Congressman Manzullo has posted many successes specifically for the people he represents in northern Illinois. He has secured federal funding for roads and infrastructure projects throughout the region. His efforts kick-started the vital Western Bypass project in Algonquin, paved the way for the eventual widening of Route 20 from Freeport to Galena, made the Greater Rockford Airport a national player in the O'Hare expansion debate, and helped lure a $180 million intermodal transportation hub to Rochelle which will create more than 1,000 construction jobs.
Congressman Manzullo represents the Sixteenth Congressional District of Illinois, one of the most diverse in the nation. It was redrawn to reflect changes of the 2000 U.S. Census. The district, which runs along the northern border of Illinois, now includes the counties of Boone, Winnebago, Stephenson, Jo Daviess, Ogle, Carroll, two-thirds of McHenry County, the northern half of DeKalb County and the northern third of Whiteside County. The district is heavy in manufacturing and agriculture, especially livestock. Rockford, the district's largest city, has more than 950 factories calling it home -- 850 of which employ 100 or fewer people. Per capita, Rockford is one of the most densely populated manufacturing communities in the United States, specializing in fastener and machine tool production.
Congressman Manzullo achieved his number one legislative priority in 2001 when the President signed his legislation into law to help veterans suffering from Gulf War Syndrome. The legislation was inspired by former Freeport, Illinois resident Dan Steele, a Gulf War veteran who died from the illness in 1999 at age 36. The National Vietnam and Gulf War Veterans Coalition named Manzullo its "Legislator of the Year" in 2001 for his efforts to pass the important legislation. Also in 2001, Congressman Manzullo authored legislation that was signed into law to ease tax reporting requirements that would have cost America's colleges, universities and trade schools more than $100 million annually.
Since he was elected in 1992, Congressman Manzullo has passed several of pieces of legislation inspired by the people he represents in Illinois. His amendment to the Clean Air Act in 1995 prevented the EPA from forcing motorists in the Chicagoland area (including McHenry County) and other large cities to car pool to work. Congressman Manzullo's amendment made the car pooling provision voluntary while keeping the Clean Air Act's time tables and high standards. This was the first time the Clean Air Act had been amended since 1990.
Congressman Manzullo also authored a law that forces federally funded family planning clinics to report suspected incidents of child abuse and statutory rape to authorities. Another provision to require those clinics to notify parents before dispensing prescription birth control drugs to young girls was approved in the House but not acted on by the Senate. Manzullo also introduced legislation designed to curb the power of federal judges to raise taxes in state and local governments.
Congressman Manzullo took a leadership role in 1993, eliminating the four select committees that had no legislative jurisdiction and were duplicitous with permanent, standing committees. Additionally, Congressman Manzullo played a key role in convincing the United States Navy to stop giving away its deactivated ships to our allies. The Navy now leases or sells these vessels, generating hundreds of millions of dollars in new revenue each year.
Congressman Manzullo has earned recognition as a "Taxpayers Hero" from Citizens Against Government Waste, a "Taxpayer's Friend" by the National Taxpayers Union, and a "Friend of Agriculture" by the Illinois Agriculture Association. He has also been called "Senior Friendly" by the 60 Plus Association, and he received the "Guardian of Small Business Award" from the National Federation of Independent Business. He has also received several endorsements from the U.S. Chamber of Commerce
