| Description |
Kobayashi resigned her seat following the conviction of the chairman of the Hokkaido Teachers Union for illegally donating 16 million yen to her campaign the previous year. Donations from organizations to individual political candidates is forbidden by Japanese law.
Machimura resigned his proportional lower house seat in order to enter the by-election. In doing so, another LDP list candidate from 2009 will move into his proportional seat and should the party win the by-election they will have increased their membership.
