DescriptionFormer Chief Cabinet Secretary Nobutaka Machimura of the opposition Liberal Democratic Party was assured of victory in Sunday's House of Representatives by-election for the Hokkaido No. 5 constituency, early returns showed.

Machimura, 66, is projected to cruise to his 10th victory in the Lower House, defeating former transport ministry bureaucrat Shigeyuki Nakamae, 38, a who ran on the DPJ's ticket, and three other contenders.

The seat was previously held by DPJ Lower House member Chiyomi Kobayashi, who stepped down in June after a union official was convicted over illegal donations to her election campaign.
