Summary of Amendment: "All net proceeds from state lottery to be used solely for support of public schools, colleges and universities. Procedure for ticket sales may be changed by law. All net lottery revenue (approximately $65,000,000 in 1992) and newly authorized gaming activity proceeds would be used only to support education and not be considered part of total state revenues defined in Article 10."
