Summary of Amendment: "Beginning July 1, 1994, transfers five percent of new motor fuel tax revenues from state road projects to the various counties and City of St. Louis, in addition to the percentage currently received. Approximately $10,000,000 per year by 1997 in road funds would shift from the state to counties and the city of St. Louis"
