Skuratov was suspended after then-Federal Security Service (FSB) Chief Vladimir Putin claimed FSB analysis proved Skuratov was a participant in a video tape of a sexual encounter with two young women. Putin and then-Interior Minister Sergey Stepashin claimed the "orgy" had been paid for by several persons being investigated for crimes by the prosecutor general's office, leading to Skuratov being suspended from office by President Yeltsin.
