With the Lisbon Treaty having been formally ratified by the Czech Republic November 3 all European Union member states have accepted the treaty and it will go into effect. A result of this is a governmental change where the EU Parliament will elect a president and council which will have more powers than under the previous commission president arrangement.
This office has been referred to in the media as being the President of Europe.
