The election of 1832 was a referendum on Andrew Jackson. The opposition had its share of issues. The tariff of 1832 was too low for New England and too high for South Carolina. (In fact, VP Calhoun resigned from office so he could take a seat as an opposition Senator from South Carolina, which wished to nullify the 1832 tariff.) Jackson opposed federal aid to the states for internal improvements, and during his administration the federal government amassed surpluses which he turned over to the states. Jackson also was able to remove the Indians from Georgia even after the U.S. Supreme Court ruled that he was violating due process of law. Even with all of these issues, Henry Clay found that Jackson’s popularity was barely dented. Clay decided to urge Congress to extend the charter of the Bank of the United States during the summer of 1832, but Jackson vetoed the extension. Both Clay and Jackson calculated that the Bank veto would be the deciding factor in the campaign.
