This was substantially the same district as the old CD 10.
The key issue in the election was whether members of the U.S. House should be instructed by the legislature. At this time, no one questioned whether U.S. Senators should be so instructed. Stanly had ignored instructions by the legislature to vote for a repeal of the Federal Judiciary Act of 1801, and Blackledge used this and Stanly's opposition to President Jefferson as his major campaign issues.
