Description |
Long time Congressman John H. Small lost his first primary in 1920 after serving for two decades. Contemporary newspapers inquired how this upset took place. The general conclusions were that Small had "served too long," that Small had failed to cultivate local Democrats, and that he held too close an association with the railroad lobby. Newspapers also reported that Ward did not expect to win and that he almost died of shock upon hearing of his victory (Elizabeth City Independent, 6/11/1920). Ward had announced his candidacy in Greenville on 8/25/1919 (Greenville News, 8/25/1919).
