Marxist-Leninist party split from the Communist Party of Nepal (UML) or CPN-UML but still adhering to the "People's Multiparty Democracy" concept propounded by the CPN-UML that favors democratic multi-party representation, abandoning the idea of the Communist one-party state. Party was launched by 30 MPs and 54 CPN-UML central committee members. Party's chair is Nepal's 34th Prime Minister Madhav Kumar.
