The La Crosse Democrat held town hall meetings in La Crosse and Eau Claire, Wis., with residents and experts on the new Medicare programs.

Medicare reforms and the senior prescription program passed by the Republican-controlled Congress contain "fundamental flaws that will end up costing seniors more," Kind said. "It's a flawed bill in need of some drastic adjustments."

The new prescription drug benefit takes effect in 2006. It gives significant help to very low-income seniors with low assets and those with extremely high prescription drug bills, said Tom Frazier, executive director of the Coalition of Wisconsin Aging Groups.

However, the program provides a very modest benefit for most older people, Frazier said. Most troubling is the $2,850 "doughnut hole" gap in benefits every year, he said.
