InfoBettye Fine Collins is Jefferson County's Commissioner for District 4. As such, she is Commissioner of Health and Human Services. She was elected to this position in 1994, re-elected in 1998 and again in 2002. Previously, She served on the Alabama State School Board and was appointed to the Alabama Public Library Service Executive Board.

Ms. Collins' career in city government began in 1973 when she was the first woman ever appointed to the Birmingham Zoning Board of Adjustments. In 1974, she was appointed to the five-member Birmingham Board of Education where she served for seven years, twice as president. While she served as president, Birmingham was the first city in the country to settle their desegregation lawsuit without forced busing. During this time she was selected as one of six delegates to represent Alabama at the first White House Conference on Libraries and Information Services. In 1981, Ms. Collins was elected to the Birmingham City Council, where she served for six years.

On February 23, 2004, at the Winter Meeting of the Alabama Republican Executive Committee in Montgomery, Alabama, Bettye Fine Collins was re-elected to her third consecutive term as Alabama’s Republican National Committeewoman. As Committeewoman, she represents the State of Alabama and serves on the Republican National Committee. Her first term began in 1996. Ms. Collins also serves on the RNC as Co-Chairman of the Southern Region. She was first elected to this position in 2000, re-elected in 2002 and again in 2004.

In addition to her work in city and county government, Ms. Collins has been enjoying a successful real estate career. Ms. Collins and her husband, Bill (deceased), have two children... Kim and David. They also are grandparents to Jennifer, Emily, Andrew, and Elizabeth.
