Info | Elvin Rufus Caldwell, Sr.
Elvin R. Caldwell was a successful accountant and three-term member of the state legislature before he was elected to the Denver City Council. He was the first African American to serve on a city council west of the Mississippi River. He served on the Council seven terms for a total of 28 years including five terms as President of the Council. Caldwell played a key role in passing bond proposals that provided funding for the downtown Skyline Urban Renewal Project and the Denver General Hospital facility. He fought to end to discrimination at the Colorado State Home for Dependent Children, Clayton College, Park Hill Golf Course, the Denver Fire Department, and the Denver Police Department. In 1980, Mayor Webb appointed him Manager of Safety.
